Pac Man was highly popular in arcades and with such a simple concept you'd figure PC ports and clones would be decent... except most weren't. Even the actual port of Pac Man in the early days of DOS was lacking.
CD-Man isn't exactly the greatest clone out there, but it didn't have much competition to run against and is still better than most of the PC-based Pac Man games of the time.

Additional Information and Corrections:
* Unfortunately, Download Central doesn't exist anymore, which means finding the pre-release version of CD-Man anymore might be really tricky. The proper shareware release can be found here:

* I didn't explain the power pellets because... umm... do I really have to? They make it so that enemies are worth points instead of death. Though actually, unlike in the original Pac-Man, the enemies each change back to normal individually and at different speeds, which makes them less predictable and the game harder.
* There's actually a couple versions of the pre-release, the later of which has a special screen prior to starting up to indicate that the full game can be purchased. There's also supposedly a full release that has the Pac-Man pie-slice character instead of the Snoofer, but my research couldn't prove one way or another if this actually exists. :P
